Renting a villa in Phuket for a year is an ordinary residential lease: a written contract between you and the owner, outside the hotel rules that govern nightly stays. It needs no Land Office visit, but it does need a visa that lets you stay, and a landlord who reports you to immigration within 24 hours of moving in.

A lease of a home in Thailand only needs written evidence signed by the party it binds to be enforced (Section 538 of the Civil and Commercial Code). Registration at the Land Office comes in only for leases longer than three years, so a one-year villa lease is a contract between you and the owner and nothing more. That makes the document itself your whole protection: a verbal promise about the pool service or the electricity rate is worth what you can prove.
Letting by the month or longer also falls outside the Hotel Act, which excludes accommodation let only by the month or more from its definition of a hotel (Section 4). That is why a year’s lease of a villa is lawful without any hotel licence, while the same villa let by the night would need one. What to put in the contract
Seven lines worth having in writing before the deposit.
- The deposit: how much, where it is held, and how many days after you leave it comes back.
- Electricity and water: billed at the utility’s own rate, or at the owner’s rate.
- What the rent includes: pool care, garden, cleaning, internet, and how often.
- Repairs: which ones are the owner’s, which are yours, and how fast.
- Leaving early: the notice, and what happens to the deposit.
- Pets and guests: in writing, not assumed.
- Subletting: not allowed unless the lease says so (Section 544).

Your side: the visa and the TM30
A lease does not give you the right to stay. Your visa does. The TM30 is your landlord’s duty, but it is your record.

Section 38 of the Immigration Act places the duty to notify on the house master, owner or possessor of the residence where a foreigner on a temporary stay has arrived, within 24 hours, using Immigration Form 30. In Phuket that is the immigration office on the island. It is the owner’s obligation, but you are the one asked for the receipt when you extend a visa or report your address, so make it part of the handover.
